We recognise the importance of Darwin children learning about nature in naturally shaded cool environment. We are committed to offering something unique!


We take great pride in our one-of-a-kind features: the expansive childcare grounds adorned with majestic trees, flourishing vegetable gardens, and the captivating Crocodile Creek. These distinctive elements are designed to inspire innovative thinking, foster a deep-rooted respect for sustainability, and ignite a sense of awe in the lives of children every day.

The Top End Early Learning Centre Tiwi was originally known as the Wanguri Family Care Centre, which was based at the Tracey Village Sports Club.

Due to high maintenance costs and the unsuitability of the old building it was decided to build a new Centre in 1999 on the Royal Darwin Hospital Grounds. The permit to occupy was given by the NT Government on 16th May 2002. The Incorporated name was changed to Top End Early Learning Centre Inc on 4th December 2000.

The new Centre was of a modern design with free airflow throughout the building and timber louvres, designed to accommodate the tropical conditions without the need for air conditioning. The design won awards for Public Building and Environmental Construction for the Architects in 2000, these are on display in the Centre. In 2010 it was decided to install air conditioners in the rooms to reduce the temperature this made it more comfortable for the staff and children however they are only used during the build-up and whilst the children are resting. In 2017 we received the NT Government Immediate Works Grants to completely repaint the Centre inside and out and refurbish our bathrooms and bench tops.

The provision of quality care for children is a right for Darwin kids. All families should have access to; we aim to provide this opportunity. We limit the use of digital technology, offering face to face discussions and documentation that both parents, children and visitors can observe at their leisure. Giving children the time to use their imagination, staff are encouraged to use digital technology away from the children.


We respect the cultural, religious and socio-economic diversity of the Darwin community.

We respect and care for our unique environment, our beautiful trees and gardens. Experiences will be programmed to enhance children’s learning in caring for our environment and sustainability.


We welcome visitors, students and other Centres to our beautiful setting and proudly show them around whilst sharing our knowledge.

Our Staff

As a non-profit Community Based Centre the Centre is governed by a parent committee and Managed by a Director.

Betty McKinlay is the Director and Educational Leader at Top End Early Learning Centre. Having worked in Darwin childcare for over 35 years, and 26 as a Director Betty now manages a team of 22 passionate Educators at the Tiwi location.

Our Educators are continually evaluating how our curriculum meets the educational needs of our children and reflecting on ways to improve children’s learning and development. They are also encouraged to attend further training and development, and are constantly striving to better themselves professionally.


We strongly encourage communication between families and Educators to ensure continuity in what we are delivering to your child and the message they receive at home. We acknowledge that the role of the Educator is to work in partnership with families; children’s first and most influential educators.

    We are committed to providing a developmental and educational program that caters for each child’s individual needs, abilities and interests. Our program continues to develop as we use the relationships children have with their families and communities, working in partnership with parents, to ensure each child’s knowledge, ideas, culture, abilities and interests are the foundation of our programs.


    We know that children learn effectively through play and Educators who are diligent in their responsiveness to each child. Applying strong intentional teaching practices will provide the children with an authentic and meaningful learning environment that challenges, supports and nurtures their development.
